can this item be used also as a regular household subpanel when not being used as transfer switch? In other words, could I wire separate new circuit(s) within this panel, bearing in mind the amperage limitations?

Yes! The Reliance Controls XRC0603D is intended to function as a transfer panel / load center. This switch will support up to 10 standard circuit breakers under utility or generator power. This can be expanded to 18 circuits with the use of tandem circuit breakers. During a utility outage, only the circuits supported within this sub-panel will receive power.
