In reviewing the specs does the panel come with a 100 A and a 30 A breaker for utility and generator input?

Answer
The main transfer mechanism is rated to accept 100A input from utility and 30A input from generator. The branch circuit breakers are not included. This switch is service entrance rated.

Reliance Controls transfer panels are UL listed for a number of interchangeable breakers (see label on the inside cover of the transfer panel). If the main panel has this type of breaker, relocate the selected branch circuit breakers to the transfer panel. If the breakers cannot be moved, other breakers of the same ampacity must be installed in the transfer panel.
THE FOLLOWING CIRCUIT BREAKERS ARE UL LISTED FOR USE WITH ALL TR, TT, T1 AND T2 SERIES RELIANCE CONTROLS TRANSFER PANELS:
SIEMENS TYPES QP, QT, QPH, HQP, QPF, QPHF, QFP, QE, QEH
SQUARE D: SERIES HOM (100A Maximum)
CH/WESTINGHOUSE: SERIES BD, BR, BQ, GFC (All 100A Maximum)
MURRAY: TYPE MP
