My generator is 8kW. The manual calls for a "NEMA L14-30" cord, but the specs on this cord say "7500 watt max". Why? Will this cord work?

The outlet on your generator that you will be plugging into will be 30A with a maximum wattage output capacity of 7500 watts. So, the overall generator output size doesn't matter.
All 30A connections, cords, inlet boxes and switches are rated for a maximum of 7500 watts due to Ohms Law (Amps x Volts = Watts).
30A cord ratings are 30A x 250V = 7500W
30A outlet ratings are 30A x 250V = 7500W
30A switch ratings are 30A x 250V = 7500W
Yes, this cord will work with your 8000 watt generator.
